Client attempts to access their pre-bills, but can not move any further because the first pre-bill is stuck loading
Click on the 'Select a pre-bill" section and scroll down to select a different pre-bill. This will allow access into other pre-bills.
As for correcting this issue, take a look at the first pre-bill on that "Select a pre-bill" list. Usually this will occur if that pre-bill is blank or has incorrect information. Once we edit or delete the pre-bill causing this problem, the pre-bills will load again.
