Matter records have two Status fields: Active Status and Status. Though they're named similarly, the two fields are completely separate.
The Active Status field on the Matter record is whether or not the record is active in Centerbase. By default, inactive records aren't included in search results or Item lists. All Item Types in Centerbase have an Active Status field.
The Status field varies from firm to firm and is generally the status of the Matter in real life. This is displayed as a tile on the Matter if tiles are visible. Setting a Matter Status as Closed may not set the Matter as Inactive.
